New Delhi, November 29, 2011 :
Jaipur has become today the first city in the country to have 1000 customers working on Optical Fiber through state of art Fiber To The Home Technology (FTTH) provided by BSNL. Apart from Jaipur, FTTH services have also been launched in Ajmer, Alwar, Bikaner, Jodhpur, Kota, Sawai Madhopur, Sriganganagar and Udaipur cities of Rajasthan. Similar services have been launched in around 140 cities across the country. Access has already been provided to more than 5000 connections through IPTV, broadband, ILL and VPN etc. These services were launched as a Pilot project by Shri Sachin Pilot, MoS for Communications & IT and Jaipur was the first city to rollout these services in March,2010. FTTH is the latest and most advanced communication technology and is presently available only in few countries in the world.
BSNL is providing these triple play services to a wide range of customers starting at a very nominal monthly rental plan of Rs 580/- (Rs 180/- for voice + Rs 250 for Broadband + Rs 150 for IPTV). Besides this high end broadband plans up to Fiber -100 which gives a speed of 100Mbps are also available for the customers.
This technology is replacement of Copper Networks which cannot handle huge bandwidths over long distances. The technology also supports many new high bandwidth services such as Voice, High Speed Internet, IPTV, Video on Demand, High speed Gaming, VPN, Lease Circuits etc. The technology is based on GPON standards developed by International Telecommunications Union (ITU) and allows for upstream and downstream bandwidth of 2.5 Gbps. It provides for Triple play services to the customer.
At present, broadband services are being provided through copper network which has limitation of bandwidth maximum upto 2 mbps over a distance of 4 to 5 KMs. In Market, there is great demand for higher bandwidth for which Fiber is the solution. Demand for Fiber is expected to grow at an exponential rate over a span of next 5 to 10 years. Giving broadband services beyond 2 Mbps and say up to 100 Mbps BSNL has conceptualized Broadband on Fiber for which FTTH technology penetration in the network is being taken up by BSNL at a very fast pace.

The main highlight of this service is that any customer can make audio and video calls at will on any landline, mobile or IP phone anywhere in the world (except India), provided both the ends have requisite video phone equipment and if video phone equipment is available at only one end, only voice call can happen. For example, a call to US will cost Rs.1.20 p per minute to UK it will cost Rs.1.20 P on landline and Rs.7.20 P to mobile and Rs.1.20 p per minute to China. The detailed tariff charges for all countries are available on BSNL website, that is, www.bsnl.co.in. Monthly charges for VVOIP services will be Rs.150/- only. Besides soft SIP phones, a terminal adaptor, which can be attached to existing PSTN phone are also being made available by M/s Sai Info Systems which are available on BSNL as well as SIS web sites.
The high Quality of Service (QoS) is accompanied by authentication schemes and built in encryption to maintain the privacy and secrecy of the communication. The Video Telephone can also be connected to overhead projectors and LCD TVs for a bigger display for communication between groups of people.
This service also provides all the industry standard Class 5 features like Call Hold, Call Transfer, Do Not Disturb, Call Forward, Mute, Caller ID / Name Display or Block, Call Waiting, Call Waiting Caller ID, 3-Way Conferencing, Call Log, Video Phone Book, Off Hook Auto Dial, Auto Answer, Early Dial and Speed Dial, Redial, Volume Control, Visual Message / Voice-mail Indicator, Downloadable Custom Music Ring Tones, etc.
Availability of Soft phone, which can be installed on a Personal Computer (PC), will further reduce the initial investment for subscribing to this service. The Soft phone will be provided FREE OF COST. DVD Quality pictures (30 fps) will ensure visual clarity at both ends. The controls will allow horizontal and vertical adjustments of the camera and zoom in and zoom out controls for better transmission of image.

Upadhyay, CMD, BSNL said, “We are happy to provide our customers with the latest video & voice telephony services so that they can easily connect with their friends & relatives residing anywhere in the world. The video phone service will drastically reduce the cost of communication and enhance the quality of today's communication by adding one more dimension. This service is highly user friendly and easy to install. We are also making arrangements with leading international carriers to ensure that consumers always reach their international destinations easily and at most affordable rates.”
Shri. Sunil Kakkad, CMD, SIS further added, “The technology used is in tune with the direction the telecom industry is heading – all different types of communication networks like landline, mobile, Internet are converging into a single IP network, which is today referred to as Next Generation Network (NGN). Restructuring of Business
Shri Kuldeep Goyal has been a great force in restructuring the ancient work style of BSNL
with his aptitude for business and administration. It was only during his tenure that the
innovative Project SHIKHAR that spanned across three main facets - defining shared aspiration for
BSNL; developing an overall strategic agenda across its key businesses to achieve the aspiration;
and redesigning the organisation structure to materialize the change, was exercised.
Moreover, it was only during his innings that BSNL had come up with the following set of
strategies that encored the success and mission of the company in sync with the vision drafted
for:
- Defined a four pronged strategy for BSNL, focussing on four core growth engines – Fixed Line, Mobile, Enterprise and New Businesses.
- Devised an Enterprise strategy that focussed on targeting corporate customers through unique and differentiated solutions through dedicated Key Account Management sales teams and channel partners.
- Business unit-wise distinct vertical structure has been implemented across the organization and interim structure completed in the Corporate Office, Circles and SSAs by mapping existing executives in the new roles.
- Key Performance Indicators (KPI)-based Performance Management System (PMS) was introduced for measuring and rewarding performance at various levels. Group PMS rewards an entire eligible group based on group performance. Scorecards for most units of Corporate Office and territorial Circles were finalized. Similarly, Field PMS will cover field staff involved in sales, Customer Service Centers, Exchanges and mobile operations.
Organisation Restructuring
In order to implement this business strategy effectively, the organizational structure was redesigned around four business units – Consumer Fixed Access, Consumer Mobility, Enterprise and New Businesses. These business units perform all critical functions such as business planning, product development, marketing & sales, customer service, network planning & operations. The aim was to build focus on each of the core businesses and create end to end accountability for their performance. All this is aimed at making BSNL more capable to thrive in a very competitive market place.
Establishing Efficient IT Processes

CDR based IT system has been implemented for the wireline business which has got the following modules:
CRM (Customer Relationship Management)

During the financial year BSNL has posted a loss (after Tax) of Rs. 1822.65 crore. The loss has occurred due to reduction in revenue, increase in expenditure etc. BSNL has earned a revenue of Rs. 32,045.41 crore in 2009-10 which is 10.4% less in comparison to previous financial year on account of drastic reduction in tariff, fierce competition as well as decline in fixed wire line connection due to preference of the subscribers for mobile. However, BSNL has registered a continuous growth in Broadband segment and in the current year there is an increase in revenue to the tune of Rs. 795 crore from Rs. 1690 crore to Rs. 2485 crore which is 47% more than that of last financial year. The current year expenditure has been increased on account of wage revision of the employees with effect from 01.01.2007 as well as amortization of one time spectrum fee for 3G & BWA service. The wage revision has alone caused an additional expenditure of Rs.2900 over the previous year on account of payment of arrears for the period from 01.01.2007 to 31.03.2010. Had the wage revision expenditure not been there, the company would have recorded a Profit Before Tax to the tune of Rs.703 Crore.
